Our Process

Seven-Step Methodology

A proven framework for identifying opportunities, building consensus, and executing transformative economic development projects.

01

Shared Understanding

Municipal leaders must understand the relationship between current tax revenues from parcels in poor condition versus expectations if parcels were adapted to Optimal Parcel Performance.

02

Identify Underperforming Parcels

PIAI offers tools built to help municipalities identify underperforming Parcels of Land. Anchor Properties and Critical Lots are identified and analyzed to determine their impacts on nearby parcels.

03

Market Analysis

Examination of the town's past and current economic environment identifies the challenges that have held a parcel back. This provides clarity around reasonable alternatives, allowing leaders to weigh expected benefits versus costs.

04

Align Municipal Leadership

Complete alignment of all municipal leaders on the best path forward creates momentum and directs energy towards producing the outcome. Unity in understanding goals, challenges, and solutions is critical.

05

Community Education

Dissemination of information regarding current economic conditions as they relate to the municipality's main revenue source. If analysis is thorough and benefits are clearly understood, the solution will be widely supported.

06

Official Commitment

A public vote clarifies the town's understanding of the economic development plan and its long-term impact. It also signals commitment beyond the community, attracting investment and support.

07

See It Through

Execute the plan with ongoing support, expertise, and partnership. PIAI remains committed through completion, ensuring your community realizes the full benefits of the investment.

Where to Start

What a Town Actually Receives

An engagement starts with one question (which lots in this town are contributing least relative to what they could) and it ends with a plan the selectboard can vote on.

The Parcel Audit

Every parcel in town ranked by what it contributes today against what its location, acreage, and attributes say it could contribute. Anchor properties and critical lots come out of that ranking, with the opportunity cost of each one attached.

Your town's real assessment and commitment figures, not a template.

The Roadmap

For the parcels worth acting on: what it would cost to change them, which funding tools reach them (TIF, grant matching, private capital, or some combination), and what the town could reasonably expect back, over what period.

Written so it survives a public meeting, not just a boardroom.

Execution Support

Community education materials, help through the public vote, introductions to funding partners, and project management through completion. We stay with the project rather than handing over a report.

Step seven of the methodology is the one most consultants skip.
